Transition & Reentry Reform Coalition

The Transition & Reentry Reform Coalition was formed in May 2004 for the purpose of studying recidivism reduction and implementing needed change in Washington State.

Membership in the coalition is open to all non-governmental organizations and individuals who support its mission and are willing to share in its work.  Governmental agencies and contractors supportive of its work are invited to liaison with the coalition. Inquiries are invited.

The coalition maintains an email list for updates on transition and reentry developments in Washington State.  A steering committee is composed of regularly attending members.  General coalition meetings and liaison meetings with governmental agencies are held periodically.

The coalition’s work includes administrative policies and programs, legislative proposals, community programs, and public education.  The coalition’s current agenda includes:
 
            --LFO (Legal financial Obligation) reform
            --Release address reform
            --Photo ID issuance
            --Telephone charges
            --Standards of treatment
            --Educational programming
            --Vocational training
            --Employment discrimination
            --Housing availability
            --Treatment availability
            --Returns to custody.

The coalition's mission statement reads:

Mission:  The Transition and Re-entry Reform Coalition in Washington State seeks to improve the effectiveness of the criminal justice system in providing a safer community by assuring fair and equitable treatment in all stages of the process, maximizing rehabilitation, and helping people successfully reenter society. 

Vision:  We want our communities to be safe and supportive places where everyone is treated respectfully, has access to living wage jobs, adequate housing, education, and can receive help with their problems.  We want our communities’ rules and laws to be owned by the community and applied equally and fairly to everyone.  We want our communities to support those who are striving for positive change and for all community members, both individuals and institutions, to take responsibility for their actions.

Goals:
1.  To increase successful reentry and reintegration of released persons into society. 

2.  To increase the success of rehabilitative programs in correctional facilities.

3.  To increase the use of community-based alternatives to charging and incarceration.

4.  To utilize prisons and jails only within current correctional capacities, and to avoid further expansion.

5.  To promote a public health model for dealing with social problems.

Values:  Our values are justice, safety, democracy, collaboration, accountability and compassion. 
      We value justice.  We define justice to mean fair and equitable treatment of all people. 
      We value safety.  We believe all individuals in society have a right to psychological and physical safety.
      We value democracy. We support a system that represents all its citizens.
      We value collaboration.  We acknowledge and respect the differing perspectives and roles needed to move effectively towards social change.
      We value empowerment.  We value each individual's potential to create a successful life. 
      We value accountability.  We believe people, governments and institutions must be accountable for their actions and their results.
      We value compassion.  We believe in the power of change and the responsibility to help facilitate positive change.
